How to assign roles to users?

While registering a new user an option of role is to be selected , given below are the roles available and their use.
QUESTION_ADMIN - Can view and edit questions QUESTION_VIEW - Can view questions GROUP_ADMIN - Can create and view questions and groups GROUP_VIEW - Can view questions and groups PAPER_ADMIN - Can create and view questions, groups and test papers PAPER_VIEW - Can view questions, groups and test papers CONTEST_ADMIN - Can view and edit contest settings. Cannot view reports. CONTEST_VIEW - Can view contest settings. Cannot view reports. REPORT_VIEW - Can view reports only RECRUITER - Can view and edit contest settings. Can also view reports. MASTER_RECRUITER - Can view and edit contest settings. Can also view reports. QUESTION_CREATOR - Can create and view questions QUESTION_VENDOR - Can create and view questions INTERVIEW_ADMIN - Can create and view questions and schedule interviews CONTEST_INTERVIEW_ADMIN - Can view and edit contest settings. Cannot view reports. Can schedule interviews
