There are two visibility statuses: Public and Private.

By default visibility status of questions, groups and papers are Private and are visible in the Team Library and only team members will have access to it. Once the visibility status is changed to Public then questions, groups and papers will also be visible in the Company Library and all the users within the company will have access to it.
